NOTICE OF FUNDS AVAILABLE AND SOLICITATION FOR PROPOSALS FOR THE
LEE COUNTY STATE HOUSING INITIATIVES PARTNERSHIP (SHIP)
HURRICANE HOUSING RECOVERY PROGRAM (HHRP) FY22/23 FUNDING
 
 
(SHIP/HHRP) PROGRAM FUNDING AVAILABILITY AND ADMINISTRATION: Lee County announces the availability of funding for the SHIP/HHRP Program in the amount of $4,863,066.  SHIP was created per Florida Statute 420.907 and is subject to the rules of Florida Administrative Code 67-37, and the 2020-2023 Lee County Local Housing Assistance Plan.  HHRP funds are administered in accordance with the SHIP program.
 
Eligible Applicants:  Applicants must be IRS recognized non-profit organizations or government agencies and must specialize in housing, community development, or supportive housing for people with special needs.  
 
Application:  Eligible non-profit organizations may apply for SHIP/HHRP funds by registering for an account and completing an online application at:

Application Deadline is 4:30 p.m. on April 21, 2023
The application period is from April 3, 2023 to April 21, 2023.  No application will be accepted prior to April 3, 2023 or after April 21, 2023 at 4:30 p.m.  Applications received after the deadline will be disqualified.
 
Pre-application Meeting: A pre-application meeting with staff is required before submitting an application. Funding Priorities:  Lee County will award funding as needed to meet the requirements of the SHIP program which includes at least 30% of the funding being used to assist Very Low-Income households, 30% of the funding being used to assist Low-Income households, and 20% of the funding being used to assist households with special needs as defined in 420.0004(13), F.S[1].  The first priority of funding for households with special needs is to serve persons with developmental disabilities as defined in 393.063(12), F.S[2]. with an emphasis on home modifications, including technological enhancements and devices, which will allow homeowners to remain independent in their own homes and maintain their homeownership.  In addition to the priorities required by the SHIP program, HHRP funds must be used to assist households directly affected by Hurricane Ian.  
 
Funding Awards:  Non-profit partners with waiting lists of eligible households meeting the funding priorities above will be given preference.  In addition, applications to provide assistance to households in locations significantly impacted by Hurricane Ian such as Harlem Heights, Greater Pine Island, Island Park, Fort Myers Shores, and North Fort Myers will be looked at favorably.  
 
 
 
 
 
ESTIMATED SHIP/HHRP FUNDING AWARD DISTRIBUTION PER STRATEGY
 
 
Purchase Assistance without Rehabilitation and Disaster Repair/Mitigation Strategies
 
Funds Available: 
$2,431,533 (FY 2022/2023) – Funds must be expended by December 30, 2024
 
Eligible Activities: Site preparation, infrastructure, construction, engineering, permitting fees, down payment assistance, and other construction related costs. Purchase assistance without rehabilitation can include new construction and re-sale homes. 
 
Maximum Housing Value Limitation:  The maximum allowable purchase price for a single-family house is $349,526 and the average median income for a household with four persons is $83,200. 
 
Maximum Award per Unit:  The maximum award for Extremely Low, Very Low and Low income households is $125,000 per household unit. 
 
 
Demo/Reconstruction Strategy
 
Funds Available:  
$2,431,533 (FY 2022/2023) – Funds must be expended by December 30, 2024.
 
Eligible Activities: Demo of existing home, elevation costs and home reconstruction costs.
 
Maximum Award per Unit:  The maximum award for Extremely Low, Very Low and Low income households is $250,000 per household unit.
