City Council Approves Disaster Debris Monitoring Resolution

BACKGROUND
:
On April 14, 2026, City staff advertised for sealed two-step proposals for Disaster Debris Monitoring for Bonita Springs RFP 26-07 and on May 12, 2026, the City received four (4) sealed proposals for the project.

On June 1, 2026, the Selection Committee met to evaluate the four (4) proposals and short-listed Thompson Consulting Services, DebrisTech, and Rostan Solutions to proceed to Step Two where pricing would be opened and considered.

The Step Two Pricing was opened for Thompson Consulting Services, DebrisTech, and Rostan Solutions and disseminated to the Selection Committee for review and consideration.

On June 4, 2026, the Selection Committee met to evaluate pricing and total rankings and recommended award to two firms in the following order: • Primary: Thompson Consulting Services - $332.50 (Total of Hourly Rates – Items 1-6) * • Secondary: Rostan Solutions - $338.00 (Total of Hourly Rates – Items 1-6) * *Pricing is based on Post-Event Standard Positions (Items 1-6) of the Proposal which includes the most frequently required services. Alternate Positions that may be needed were also included as price items within the RFP; thus, award of Alternate Positions at the prices in each vendor’s proposal is also requested as part of this recommendation and Resolution. Staff is recommending awarding Disaster Debris Monitoring for Bonita Springs RFP 26-07 to Thompson Consulting Services as the primary vendor and Rostan Solutions as the secondary vendor.

This is in compliance with the City’s submission for reimbursement from FEMA for disaster response.
