Council Approval for Artificial Turf to be installed at Leitner Neighborhood Park by Cafe' of Life

On April 27, 2026, the City received a written request from the executive director of the Café of
Life requesting approval to install a 50‑foot by 120‑foot section of artificial turf within the
playground area of Leitner Neighborhood Park. The proposed improvement is intended to enhance the
appearance of the playground and increase its functionality for park users.
Consistent with the Lease Agreement, the Café of Life will fully fund the project at a cost of
$46,323.64 and will apply for and secure all required permits.
RECOMMENDATION:
Approve a Resolution authorizing the Café of Life to install artificial turf within
the Leitner Neighborhood Park playground field, with the project fully funded and all required
permits
obtained by the Café of Life.
BACKGROUND:
On February 20, 2013, the City Council adopted Ordinance 13‑03, authorizing a Public‑Private
Partnership Lease Agreement with the Café of Life for the use of Leitner Park as a meal service
center during designated hours. The Lease Agreement was subsequently renewed for an additional
ten‑year term on April 5, 2023, through City Council’s adoption of Ordinance 23‑01.
Under Section 3 of the Lease Agreement, the Café of Life is responsible for installing and
maintaining all site improvements at its own expense, as well as for maintenance of Leitner
Neighborhood Park.
